Three Buchanan County residents charged in death of teen

Dayne Alexander Matthews, 19, of St. Joseph, and Justin D. Smith, 20, of Agency, have been charged in connection with Powell’s death.

A 16-year-old has also been charged in connection with Powell’s death; however the suspect’s name and photo will not be released at this time. The suspect has been charged with a class A felony of murder in the second degree by the Buchanan County Juvenile Court.

Powell was found dead May 18, 2016 in a parking lot near 22nd and Frederick in St. Joseph.

According to a probable cause statement from a Police Officer for the St. Joseph Police Department, Matthews allegedly committed the crime of conspiracy of distribution of a controlled substance (marijuana) by obtaining a 1/4 pound of marijuana to sell to Skylar Powell for a set amount of money.

A separate probable cause statement from the St. Joseph Police Department, it states Smith allegedly committed the crime of voluntary manslaughter in the first degree by intentionally causing Powell’s death by shooting him.

Matthews is charged with one count of distributing, manufacturing, producing, or attempting to, or possession with the intent to distribute, manufacture or produce a controlled substance, and one count of tampering with physical evidence in felony prosecution. He is scheduled to appear in court June 27, 2016, at 3 p.m. in St. Joseph for a Preliminary Hearing. Court records indicate Matthews posted a full cash bond of $24,000.

Smith is charged with one count of voluntary manslaughter and one count of armed criminal action. He is set to appear for a Preliminary Hearing June 27, 2016, at 3 p.m. in St. Joseph. A bond has been set for Smith at $50,000.
